生曰：雖云方便有慧，而方便中不復更有慧也。以方便造慧者，慧中又有方便也。是以明之而因廣義焉。
[Dao]sheng says: Although it is said that within upāya there is wisdom, within upāya there is not again separate wisdom. As for creating wisdom by means of upāya, within wisdom there is also upāya. Therefore this is clarified, and by this means the meaning is expanded.
