肇曰：所乖處重，故假言應號泣耳。二乘憂悲永除尚無微泣，況震三千乎？

[Seng]zhao says: Because what they have fallen short of is momentous, he uses metaphorical words, saying they ought to weep and wail. The two vehicles have forever eliminated grief and sorrow and do not even have a faint sob, much less shaking the three thousand [worlds]!
