8.158

什曰：彼國無王，唯五百居士共治國政。今言主，眾所推也。肇曰：毘耶離國無有君王，唯有五百長者共理國事。月蓋眾所推重，故名主。自此下皆聞香而後集矣。

[Kumāra]jīva says: That country has no king; only five hundred householders govern the state affairs together. Here he is called 'leader' because he is supported by the community. [Seng]zhao says: The country of Vaiśālī has no sovereign; there are only five hundred householders who manage the affairs of the state together. Candrachattra was revered and supported by the community, hence he is called 'leader'. From this point onward, they all assembled after smelling the fragrance.
