肇曰：二乘無相唯在盡諦，大乘無相在一切法。二乘無作不造生死，大乘無作萬法不造也。

[Seng]zhao says: Signlessness in the two vehicles lies only in the truth of cessation; signlessness in the Mahāyāna lies in all dharmas. Wishlessness in the two vehicles does not initiate saṃsāra; wishlessness in the Mahāyāna does not initiate the myriad dharmas.
