3.68

第四釋中，「所以者何」，徵前起後。何以凡夫偏有反復聲聞獨無？下對釋之。「凡聞佛法起無上心不斷三寶」，釋前凡夫有反復也。「正使聲聞終身聞法，力無畏等永不能發」，解釋向前聲聞無也。聲聞樂寂，無苦可厭，不能隨有悲念眾生，故不能發。上明所行。

In the fourth explanation, "Why is this?" questions what preceded to introduce what follows: why do ordinary people exclusively have reciprocity while śrāvakas alone lack it? Below, it explains in response. "Ordinary people, upon hearing the Buddha's teachings, generate the unsurpassed mind and do not cut off the Three Jewels" explains the preceding [point that] ordinary people have reciprocity. "Even if a śrāvaka were to hear the Dharma for his entire life, he would eternally be unable to generate the powers, fearlessnesses, and so forth" explains the earlier [point that] śrāvakas lack it. Śrāvakas delight in quiescence and have no suffering to feel revulsion toward, nor can they follow conditioned existence with compassionate thoughts for sentient beings, and therefore they cannot generate it. Above, what is practiced was clarified.
