1.86

一、明用四悉檀起三藏教者，佛於「生生不可說」，用四悉檀赴小乘十因緣法所成樂欲小善、障重鈍根諸聲聞弟子，說三藏教生滅四諦，教諸聲聞及鈍根菩薩也。故《法華經》云「諸法寂滅相，不可以言宣。以方便力故，為五比丘說，是名轉法輪」也。

First, clarifying that using the four siddhāntas gives rise to the Tripiṭaka teaching: with respect to "arising arising is ineffable," the Buddha uses the four siddhāntas to respond to the śrāvaka disciples of dull faculties with heavy obstacles, who take pleasure in lesser virtues produced by the Dharma of the ten causal conditions of the Small Vehicle, expounding the four noble truths of arising and ceasing of the Tripiṭaka teaching to teach the śrāvakas and dull-facultied bodhisattvas. Therefore the Lotus Sūtra says: "The quiescent mark of all phenomena cannot be expressed in words. By the power of skillful means, it was expounded for the five monks; this is called the turning of the wheel of Dharma."
