次明破諸法遍者，若不破見、思兩輪所執妄境不遍，則止觀有滯也。

Next, explaining the universal breaking through of all dharmas: if one does not universally break through the delusive realms grasped by the two wheels of view and thought, cessation and contemplation will encounter stagnation.
