二、明斷伏高下不同者，二十心斷界內結，高下不同；十地斷界外見思，對位有異也，具在四教大本。

Second, explaining that the levels of severing and subduing differ: The twenty minds sever fetters within the realm [of saṃsāra] with differing levels; the ten grounds sever [delusions of] view and thought beyond the realm, differing in their stage correspondences.
