4.30

一、明一切非權非實者，若論四不可說無說，則無四教可分，無三教，即非權；無圓教，則非實，是則一切佛法皆非權非實也。

First, clarifying that all is neither provisional nor ultimate: if we discuss the four ineffables as non-preaching, then there are no four teachings to distinguish. Without the three teachings, there is no provisional; without the perfect teaching, there is no ultimate; thus all Buddhadharma is neither provisional nor ultimate.
