「蓋諸大眾」二句，二明外具化他法。以無緣慈覆十法界，故言蓋諸大眾。又蓋之言過，深達四種四諦，出過不達之上故也。「得無所畏」者，慈悲福慧能蓋一切，故無所畏。即是釋外用無怯無畏法也。

The two clauses beginning with "overshadowing the great assemblies" are second, explaining the external possession of the Dharma for converting others. Covering the ten dharma realms with non-referential compassion is why it says "overshadowing the great assemblies." Furthermore, "overshadow" (gài) means surpassing: deeply penetrating the four kinds of four truths, one rises far above those who have not penetrated them. "Attaining fearlessness": because compassion, merit, and wisdom are able to overshadow all, one is without fear. This explains the dharma of fearlessness and lack of trepidation in external functioning.
