"Among the voices of the assemblies, [theirs is] wondrous, subtle, and foremost": third is the explanatory praise of raining down the rain of amṛta. Why are they able to preach the Dharma-rain of amṛta? Because they possess a wondrous and subtle voice. As in the Lotus Sūtra: "Wishing to use a single wondrous voice / to pervade the three-thousandfold [world], / it can reach everywhere at will." If even an iron wheel[-turning king] is like this, how much more so could those in the stage of succession not pervade everywhere with a single voice, so that each understands according to their kind and universally obtains benefit? Below the Buddha, none can surpass them, and so it says "wondrous, subtle, and foremost." Another explanation is that it is the voice of the Dharma-nature, and hence "wondrous, subtle, and foremost."
