From "Expounding the Dharma... to ...surpassing measure" is the second part, directly clarifying the preaching of the Dharma to praise the transformation of others. First, it brings forward two analogies together to praise the accomplishment of transforming others; afterwards, it concludes with a general praise of the merits of transforming others. The first analogy says "lion's roar": this is termed the definitive preaching, preaching that all sentient beings have the buddha-nature. "Expounding the Dharma with fearlessness": "expounding" means widely; because the mind has no timidity, it is called "fearlessness." Being able, regarding the four inexpressibles, to respond to conditions with the four siddhāntas, they broadly raise the four teachings. "Like a lion's roar" illustrates attaining fearlessness in expounding the Dharma-gate of the amṛta of true reality. Just as when a lion roars, it not only does not fear birds and beasts, but also causes fragrant elephants to lose their dung and flying creatures to drop down, so too these bodhisattvas, in expounding the amṛta Dharma, not only have no timidity of mind before Māra, outsiders, or sentient beings, but also cause Māra and outsiders to drop their dung of craving and views and their haughty minds to fall, and cause all craving and views to be extinguished. "What they explain is like thunder shaking" is the next analogy: raining down the Dharma-rain of amṛta is able to give rise to goodness. The Dàzhìdù lùn fully presents four kinds of Dharma masters, where thunder is an analogy for extensive learning and rain is an analogy for excellent practice; this is fully in the treatise text. Here, it is clarified that thunder is used to awaken hibernating creatures, and rain is used to moisten growth: preaching the amṛta Dharma-rain and vibrating with the thunder of the eightfold voice, they use it to awaken the hibernation of the wrong views of the two extremes, causing the sprouts of all wholesome roots to emerge and develop—meaning the three grasses and two trees growing from the single ground—because it causes the past wholesome roots of all practitioners to develop.
