10.59

此品正明帝釋弘經護持大法，即是第三流通段。凡有二品：流通是從譬得名，如洪源耳。釋從上被下名之為流，無所壅隔名之為通。今用此無上法寶實相之經，被下代眾生，使無壅隔，季末有緣皆令沾潤，此是慈悲純厚故也。

This chapter directly clarifies Śakra's propagation of the sūtra and his protection of the Great Dharma, which is the third [division], the dissemination section. There are two chapters in all. 'Dissemination' (liútōng) derives its name from a metaphor, like a great spring of water: 'liu' (flowing) explains the transmission from above to reach those below; 'tong' (penetration) means being unobstructed and unblocked. Now, using this sūtra of the unsurpassed Dharma-treasure and true reality to reach sentient beings of later ages so that they encounter no obstruction, all who have conditions in the final degenerate age are made to be moistened by it; this is because compassion is pure and profound.
