問：戒急乘緩、戒乘俱緩何當得道？答：值佛為作俱急因緣；若不值佛者，正像法中作俱急緣，故如來遺囑令依木叉、念處修道。又付囑流通皆作信行乘戒俱急因緣。

Question: When will those who are strict with the precepts and lax in the vehicle, or lax in both precepts and vehicle, attain the Way? Answer: If they encounter a buddha, he creates the conditions for them to become strict in both; if they do not encounter a buddha, then during the True and Semblance Dharma he creates conditions to make them strict in both. Therefore, the Tathāgata's final instructions bid them rely on the prātimokṣa and the applications of mindfulness to cultivate the Way. Moreover, his entrustment for dissemination all creates conditions for practitioners of faith to be strict in both vehicle and precepts.
