From "Bowing the head to the one who can sever..." down, the next line has two applications: if praising his own practice, it praises the Buddha's wisdom and severance—being able to sever is the virtue of severance, and reaching the other shore is the virtue of wisdom. If taken as praising the transformation of others, "being able to sever the multitude's fetters" is the provisional and ultimate of transforming others, explaining wisdom and severance. "Multitude" means many people; therefore it pertains to transforming others.
