"Entering into the administration of correct governance, he rescued and protected all": his trace was identical to the ordinary in using propriety and punishments, for when ordinary people administer laws there is much injustice and obstruction. The bodhisattva administered correctly in order to protect sentient beings, granting and depriving by expedient means; thereby using the four teachings to rescue them, he led them into the four kinds of pure lands—it was not an abandonment of the Way to mistakenly take part in administration.
