"Neither abiding in the world nor abiding in nirvāṇa" is the third turn, explaining both phenomena and principle in general. The bodhisattva's mind relies on the Buddha's wisdom, not abiding in the two wrong states of phenomena and principle; hence it says "not abiding in the world"; nor does he abide in the two correct states of phenomena and principle, entering the two types of parinirvāṇa with and without remainder; hence it says "not abiding in nirvāṇa."
