Question: In the expedient land, common delusions no longer exist; why do both the horizontal and vertical senses require the Common teaching to be used? Answer: As the initial gate of the Great Vehicle, it tempers capacities to enter the sudden; one learns it in order to know, not using it to sever delusions. Just as when the various śrāvakas came to the Vaipulya assembly, having been reproached, they all practiced the Common gate; if they came to the Vaipulya, they would definitely reach the Lotus. Those who require the Common teaching in the expedient land are those who did not enter the Vaipulya assembly.
