"Persons" refers to the four reliances: the first reliance is shallow because it is in the position of a worthy, while the third reliance is deep because it is in the position of a sage; all four reliances are capable of enacting the teaching. Now, Zhizhe, as the first reliance in the position of a worthy, composed the commentary to open up the sūtra and inaugurated the doctrinal teaching. The five grades [of disciples] and the [purification of the] six sense faculties constitute the first reliance; the ten abodes are the second reliance; the ten practices and the ten dedications of merit are called the third reliance; and the ten grounds are the fourth reliance. They are all called "reliances" because they inwardly possess the qualities of the Way and can serve as a refuge for humans and devas.
