三、釋後二句。「十力」下，更以十力甄明文旨。以菩薩分得十力，故是處力當第一，知根力當第四。釋十力，如《法界次第》下卷。「二外具出過不達之上」者，前三教人俱名不達。又住前不達，分聖方達。

Third, explaining the latter two phrases. From "The ten powers" down, it further uses the ten powers to distinguish and clarify the text's purport. Because bodhisattvas partially attain the ten powers, the power of knowing what is possible and impossible corresponds to the first, and the power of knowing faculties corresponds to the fourth. For the explanation of the ten powers, see the lower fascicle of the Order of the Dharmadhātu. As for "second, externally possessing that which surpasses those who have not attained," the people of the preceding three teachings are all called those who have not attained. Furthermore, those before the abodes have not attained; only partial sages attain.
