二、釋天，二。初、正解現文。「翻為能作」者，正云釋迦因陀羅，此云能主，言其能作天主。

Second, explaining the devas, in two parts: first, directly explaining the present text. Regarding "translated as capable of acting": properly it is Śakra-Indra, translated here as capable ruler, meaning he is capable of acting as the lord of the devas.
