十四、示在大臣。「各有所掌」者，猶此方三公九卿所掌各異。「示以明達」者，為說論道經邦禮刑等事，彼進思盡忠、退思補過，將順其美、匡救其惡，故云示以明達。然後於此正法，順四根性，點示生滅無生之理也。

Fourteenth, manifesting among ministers of state. 'Each having their own jurisdiction': this is like the three dukes and nine ministers of this land whose jurisdictions were each distinct. 'Instructing them with clarity and discernment': expounding matters such as discussing the Way, administering the state, ritual propriety, and penal law, so that when serving they contemplate exhausting their loyalty, and when retiring they contemplate rectifying their errors, carrying forward what is good and correcting what is evil; hence it says 'instructing them with clarity and discernment.' Afterward, regarding this correct law, according to the four faculties, pointing out the principle of arising and cessation, and non-arising.
