Regarding "the outsider's fault": the treatise master says that if one refutes all phenomena, pointing out the treatise master's fault and conversely claiming that the treatise master refutes all phenomena, [saying,] "You are refuting all four kinds of four truths." This is the non-Buddhist measuring others by himself; one should know that this is a great and fearsome point. As for "the treatise master cross-examines": he turns this view back against the non-Buddhist, [saying,] "Your calculating this view destroys all causes and effects. Now although I speak of refutation, though not exhausting expression, simultaneous with refutation there is establishment: just as in what I refute, I refute the Small and establish the Great, and even universally establish all causes and effects, with both the Small and the Great standing together; therefore it is said to be 'vividly present.'" Regarding "cross-examines" (fanzhi): zhi means to question, and also means to establish.
