二、辭不堪，二：初、分科。二、隨釋，四：初、辭不堪。二、述不堪之由。「是三乘初心」者，荊溪云：此諸比丘在彼三藏三乘眾中始欲學小，現雖暫居三藏之眾，宿根非小。而滿慈子見在小眾，便為說小，不逗宿種無四悉功。又或可在於通三乘眾中，滿願見與二乘同止，便即為說折法小宗，尚失小機，寧生別善？故為大士之所彈訶。言「機在於大」者，即宿習也。「尋經可知」者，尋下訶辭，知今說小。

Second, declining as not up to it, with two parts: first, dividing the section; second, explaining following [the text], in four parts: first, declining as not up to it; second, recounting the reason for not being up to it. Regarding "These are beginners in the three vehicles", Jingxi says: These monks, among that assembly of the three vehicles of the Tripitaka, had only begun to wish to learn the small [vehicle]. Although currently dwelling temporarily among the Tripitaka assembly, their past roots were not small. Yet Pūrṇamaitrāyaṇīputra, seeing them in the lesser assembly, immediately preached the small [vehicle] to them; not matching their past seeds, he lacked the efficacy of the four siddhāntas. Alternatively, they may have been within the assembly of the three vehicles of the shared [teaching]; Pūrṇa, seeing them dwelling together with the two vehicles, immediately preached to them the lesser lineage of analyzing dharmas, thereby losing even their lesser capacity—how could he generate distinct good? Therefore, he was reproached by the Mahāsattva. "Capacity lies in the great" refers to their past habits. "One can know by consulting the sūtra" means that by consulting the reproachful words below, one knows that he now preached the small [vehicle].
