4.61

Tenth, looked up to by inferiors. "Lords of the desire and form realms": Śakra is the terrestrial lord of the desire realm, and Brahmā is the lord of the four dhyānas of the form realm; therefore, these two are collectively called lords of the world. Jingxi says: "The disciples Śakra and Brahmā: citing their identical appearance and dress, as well as the lords of the two realms. Generally speaking, one should say the nine paths and the seven expedients, from equal enlightenment on down, there are none who do not pay homage and respect."
