The Pañcaviṃśatisāhasrikā says: “The buddhas abide in three matters to manifest and speak the twelve divisions of the sūtras: first, the wheel of reading others' minds; second, the wheel of supernatural powers; third, the wheel of preaching the Dharma.” The wheel of reading others' minds quietly observes the faculties and the medicines, which is real cognition. Preaching the Dharma and manifesting supernatural powers, giving medicine in response to illness, clarify active functioning, which is expedient cognition. In the first assembly, joining the canopies to manifest the lands and pressing the earth with the toe to transform it into purity are supernatural powers; explaining the causes and results of the pure land is called preaching the Dharma; knowing others' minds penetrates both of these. In the next assembly, manifesting illness while not being ill is a supernatural power; explaining the causes and results of the dharmakāya is called preaching the Dharma. In the third, emptying the room to await guests and borrowing seats and requesting food are called supernatural powers; aside from these, all is preaching the Dharma. In the latter assembly, holding the great assembly in his palm and moving Abhirati with his hand are supernatural powers; aside from these, all is preaching the Dharma. Therefore, this sūtra only explicates these three wheels.
