Commentary: Below there are five tiers; in the older translation there were four, lacking this second one. One may also combine the two in the new [translation] to make the single one of the old, named: "According to the sentient beings transformed, he takes a Buddha-land." Although the principle is the same, the meaning is difficult to discern. The five tiers are divided into two: the first two tiers clarify that according to sentient beings generating the aspiration [for awakening] and practicing, one then gathers in those beings to adorn the Buddha-land; the latter three tiers clarify that according to sentient beings who should be matured through such an adorned, pure Buddha-land, one then assimilates such a Buddha-land. Or, the first gathers in ordinary beings outside [the stages] to adorn a land of transformation, while the latter gathers in beings prior to the bhūmis to adorn the other-enjoyment land. Or, the first gathers in beings, and the latter gathers in practices. Although the two meanings differ, both take adorning the land of sentient beings as adorning the Buddha-land. Within the first there are two: the first tier clarifies that when sentient beings give rise to the good and abandon evil, he then gathers them in and adorns [the land]; the second tier clarifies that when sentient beings arouse merit and wisdom, he then gathers them in and adorns [the land]. Or, the first clarifies that when sentient beings generate the aspiration and practice, he then gathers them in and adorns [the land]; the second clarifies that when sentient beings arouse other virtues, he then gathers them in and adorns [the land]. Or, the first clarifies that when sentient beings obtain joy and abandon suffering, he then gathers them in and adorns [the land]; the second clarifies that when sentient beings increase the good and eliminate evil, he then gathers them in and adorns [the land]. There are three sets of interpretations; this is the first passage. "By increasing" means by giving rise to good, or by generating the aspiration, or by obtaining joy. "By benefiting" means by abandoning evil, or by practicing, or by abandoning suffering. The older translation says, "According to the sentient beings transformed, he takes a Buddha-land," combining the first two tiers; the sentient beings who are aided and benefited are called the "transformed beings," which also works.
