贊曰：此第二重，明隨眾生發起福慧。起餘功德、增善減惡，即攝彼生以嚴佛土。一一對前，有三翻釋。

Commentary: This second tier clarifies that according to sentient beings arousing merit and wisdom, arousing other virtues, or increasing good and diminishing evil, he then gathers in those beings to adorn the Buddha-land. Matching each to the preceding, there are three sets of interpretations.
