贊曰：此即第二他方帝釋。帝釋本住在須彌頂。說從他方四洲來，亦是上方從下為名。以四大洲人所居處在醎海中，非上處故。舉勝天帝釋，攝餘他方六欲天眾。

Commentary: This is the second group: the Śakras from other realms. Śakra originally resides at the summit of Mount Sumeru. Stating that they come from the four continents of other realms is also naming the upper from the lower. Because the dwelling place of the humans of the four great continents is in the salty sea and is not an upper place, citing the superior deva Śakra subsumes the rest of the assemblies of the six desire-realm heavens from other realms.
