Commentary: Below properly presents the words. This text has four parts: first, general censure; second, cross-examination; third, specific censure; fourth, stating the benefit, such as eight hundred householders generating the [bodhi-]mind. The older text had only three parts, lacking this cross-examination. ‘You should not speak as the Venerable One has’ means that the Venerable One's expounding of the Dharma is, in principle, improper. Dang means to tally with. When speech does not tally with principle, it is called improper. According to the principle of emptiness: the principle of phenomena is fundamentally empty, yet the Śrāvaka speaks of it as existent, hence it is called improper. According to the principle of the reasonable: phenomena lack the two selves, for their nature transcends speech. He spoke of phenomena as existent and still did not transcend speech, hence it is said to be improper. For one who expounds the Dharma should expound it in accordance with the Dharma.
