Commentary: ‘Disturbed’ means chaotic movement. The boundary of reality is called the ‘actual limit’ (bhūtakoṭi), in the sense of an non-erroneous cognitive object. According to the principle of emptiness: the conventional has disturbance and does not abide in the actual limit; the ultimate has no disturbance, and thus abides in the actual limit. The conventional relies on the six sense-objects, so phenomena fluctuate; tathatā does not rely on the six, so it does not fluctuate. ‘Fluctuating’ means perishable, destructible, and subvertible. According to the principle of the reasonable: the dependent abides in the real limit, following the actual limit, never moving. The ancients said: ‘not moved by the extremes,’ meaning that extreme clinging views cannot move it. The dependent also does not fluctuate, for following tathatā, it does not rely on the six sense-objects.
