3.200

贊曰：初牒事非、次陳正理、後結勸之。此初文也。從貧乞時，令當富樂，慈也；拔其貧苦，悲也。此唯濟貧，捨於豪貴富家，故言不普。

The Commentary states: First citing the wrongness of the action, next presenting the correct principle, and finally concluding with an exhortation. This is the first text. When begging from the poor, causing them to attain wealth and happiness in the future is loving-kindness (maitrī); pulling them out of poverty and suffering is compassion (karuṇā). This only aids the poor while abandoning noble and wealthy households, hence it is said to be not universal.
