3.23

贊曰：自下第三彰其權迹。於中有二：初標權意、後顯權事。此初文也。成就者，利樂義。故為有情，以智善巧居廣嚴城，機法相符，故發揚此。

Commentary: From here on, the third [major part] clarifies his expedient traces. Within this there are two parts: first, indicating the expedient intent; second, revealing the expedient deeds. This is the first text. 'Maturing' means benefiting and bringing joy. Therefore, for the sake of sentient beings, with wisdom and skillfulness he resided in the city of Vaiśālī; because capacity and Dharma matched, he manifested this.
