贊曰：下責不識根。有三：初責不識根、次顯責所以、後顯大小二乘由來懸別。此初文也。勿者莫也，莫不觀根而授小乘。小乘是彼少分根性所受之法，自利非他，小行非大故。舊文稍殊，義亦無別。

Commentary: Below, rebuking him for not knowing their faculties. There are three parts: first, rebuking him for not knowing their faculties; next, showing the reason for the rebuke; later, showing how the two vehicles, the Great and the Lesser, have always been far apart. This is the first passage. 'Do not' means refrain: do not confer the lesser vehicle without observing their faculties. The lesser vehicle is a teaching received by those of lesser faculties, for self-benefit and not for others, a lesser practice and not a great one. The old text is slightly different, but the meaning is not different.
