贊曰：下說己為如法息除。言如法者，如其律法。世尊輕事或重制、重事或輕制。然出罪時，但是作法，道理應爾，非是依業道滅罪彼之法，如其律法解說道理，令除憂悔，得清肅其所犯之過。

The Commentary says: Below, he explains that he resolved and removed them in accord with the Dharma. What is called "in accord with the Dharma" means in accord with the rules of the Vinaya. The Bhagavat sometimes established heavy rules for light matters, and sometimes light rules for heavy matters. However, when expiating offenses, it is merely the ritual performance of the Dharma: the reasoning should be thus, and it is not the method of eradicating offenses based on karmic paths. In accord with the rules of the Vinaya, he explained the principles to them, causing them to eliminate their worry and remorse, so that they might purify and cleanse the faults they had committed.
