The Commentary says: To reveal the characteristics of being in accord with the Dharma: first is instructing; second, encouraging; third, praising; fourth, consoling. Other sūtras also add "causing them to become free of desire." Fascicle 81 of the Yogācārabhūmi says: "'Causing them to become free of desire' means reproaching the six kinds of actions of the dark class, showing their faults and perils, and causing them to be free from affection and defilement." This is just what is said here. It causes them to eliminate worry and remorse. "Instructing" means: in order to make them receive and train in the practices of the white class, he reveals to them the four kinds of true principles. "Encouraging" means: for those who have already received instruction and gained conviction and understanding, establishing them in the points of training, causing them to correctly undertake and practice them, because they have already attained mastery over them. They then make a request, saying: "What should I do now? We only wish for your instruction." Therefore he tells them: "Now, with respect to such and such matters, you should act, you should train." "Praising" means: if in what they should know, what they should practice, and what they should attain, they give rise to retreat and discouragement in their minds, then he praises and spurs their minds, making them capable and powerful in those matters. "Consoling" means: if they practice with vigor and correctness regarding the Dharma and conformity to the Dharma, then he praises, gladdens, and delights them in accordance with reality, making them joyful. There is another explanation, all as in that treatise; here, it is causing them to be free of defilement from offenses: showing them the white class, encouraging their correct practice, praising them so that they do not regress, and congratulating them on what they have done to generate joy—this is called "speaking in accord with the Dharma." The older translation omitted this.
