The Commentary says: This explains the support of offenses. There are two parts: first, explaining that the provisional person is established based on the mind; later, explaining that the substance of the offense arises only based on the mind, for offenses must rely on the mind to be able to arise. This is the first passage. "Offense" refers to the bad bodily karma that has been performed; its substance is none other than the active and seed [states] of unwholesome volition (cetanā). The mind is that on which it relies, because volition is that which relies. Being blameworthy and detestable, it is called an "offense." Therefore, first he clarifies the support of offenses to make them understand, and only later does he clarify the substance of offenses. About to explain the support of offenses, he first cites the Buddha's words. The explanation according to the principle of emptiness states: This cites the teaching of the conventional truth; "mind" refers to the six consciousnesses, not speaking of eight. If the mind truly existed and there were real offenses, then sentient beings would be defiled; since the nature of the mind is originally empty and the offender is non-existent, sentient beings are pure. The explanation according to the principle of conformity to reason states: The Cheng weishi lun says that "mind" refers to the eighth consciousness, and "sentient being" refers to the provisional person of the five aggregates, which is nominally established based on that mind. If the eighth mind is subsumed under sāsrava defilement, the relying provisional person is also defiled. If the supported eighth mind is subsumed under anāsrava purity, the relying provisional person is also pure. Now here, relying generally on the eight consciousnesses, the provisional person, sentient being, is established, because the mind is the fundamental. Therefore, offenses and offenders, apart from the mind, also do not exist.
