The Commentary says: Below, he clarifies the characteristics of defilement and purity. There are roughly three turns; this is the first turn. If the mind has general discrimination (vikalpa) and distinct discrimination, then there are defilements. Because defilements arise, karmic offenses are consequently produced, bringing about saṃsāra. If there is no general discrimination or distinct discrimination, then there are no defilements; because there are no defilements, karmic offenses are not produced, and consequently one is pure and attains nirvāṇa. "Discrimination" means general discrimination. "Distinct discrimination" means various conceptual graspings. Because you give rise to defilements through these two, you should be without discrimination, and then you will attain purity.
