Commentary: Here there are two phrases. In the Western Regions, the noble castes are four in all: first, the brāhmaṇas, translated here as "pure conduct," who observe precepts and conduct from their youth, regarding themselves as abiding in the Way. Second, the kṣatriyas, translated here as "ruling class," who dwell happily in authority and govern the populace. Third, the vaiśyas, translated here as "sitting traders," who buy cheap and sell dear, striving for their physical livelihood. Fourth, the śūdras, translated here as "tillers of the soil," who cultivate farming and manage livelihoods to supply taxes and labor. The first two are high and eminent, hence they are specifically highlighted. When the ruling class manages affairs, the crowd of people often looks down upon them and generates much anger, so he taught them patience. Those of pure conduct uphold the Way, exalting themselves and looking down on others, so he eliminated their arrogance.
