贊曰：官女內嬪，意多婬逸，故能化正。內官者，掌內之官，西方立此以治後宮，如長秋監宮官之類也。庶人修習三福業事，謂施、戒、修，名相似福。似出世福，名相似福。殊勝意樂者，及上勝信解也。或相似福之勝意樂，或福與意樂，二種各別。不能修勝出世之福，唯修勝意。舊本無此殊勝意樂。

Commentary: Court women and inner palace concubines often have licentious thoughts, so he was able to transform them correctly. "Inner palace officials" refers to officials who manage internal palace affairs; in the Western Regions these were established to govern the rear palace, like the Director of the Changqiu Palace and palace supervisors [in China]. Common people cultivate the three meritorious actions—namely giving, morality, and cultivation—which are called "counterfeit merit." Because they resemble supramundane merit, they are called counterfeit merit. "Superior resolve" refers to superior faith and understanding. Alternatively, it is the superior resolve of counterfeit merit; or, merit and resolve are two separate things. Being unable to cultivate superior supramundane merit, they cultivate only a superior resolve. The old edition lacks this phrase "superior resolve."
