贊曰：下釋所由。有二：初略、後廣。略中有二：初明不能、後明設能。此初也。相續者身。心身之中，煩惱種子已斷憔敗，厭心不切、行心不猛，故不能也。

The commentary says: Below explains the reason. It has two parts: first brief, afterwards extensive. The brief has two: first explaining inability, afterwards explaining that [even evil persons] could. This is the first. The 'continuity' is the body. Within mind and body, the seeds of afflictions have already been severed, withered, and ruined; the mind of revulsion is not keen, and the mind of practice is not vigorous, hence they cannot.
