The Commentary says: This has two alternative explanations. First: comprehending that there is completely neither exhaustible nor inexhaustible, it must be ultimately exhausted to be called exhausted. That is, the ultimate stream of exhaustion of the defilements and so forth is called exhaustible. Since it is ultimately exhausted, it can no longer always be exhaustible, and is thus called inexhaustible. If there is the exhaustible, then there is no inexhaustible; non-existence then lacks substantial entity. That is, if there is the exhaustible, the exhaustible also lacks substantial entity; therefore there is completely no duality.
