6.180

贊曰：餘土無有未種善根，一切皆是善根熟者，故此勝餘。餘土無有惡法有情，不須四攝。此行四攝，攝惡有情，故勝餘土。

Commentary: In other lands, there are none who have not planted roots of goodness; all are those whose roots of goodness are mature, which is why this surpasses the others. In other lands, there are no sentient beings with evil dharmas, so there is no need for the four means of gathering. Here, cultivating the four means of gathering to gather evil sentient beings is why it surpasses other lands.
