贊曰：此顯諸佛方能了說，除佛非餘所能究竟說了三義。宣揚者，言說也。決擇者，慧了也。

The Commentary says: This shows that only Buddhas can fully expound it; with the exception of Buddhas, no others can ultimately expound and understand these three meanings. 'Proclaiming' means speaking. 'Discerning' means understanding through wisdom.
