贊曰：下廣說二不盡不住。有三：初別明不盡有為、次別明不住無為。後二相對，雙辨二種。初中復三：初問、次答、後結。此問也。

The Commentary says: Below, the two aspects of not exhausting and not abiding are expounded at length. There are three parts: first, specifically clarifying not exhausting the conditioned; next, specifically clarifying not abiding in the unconditioned; finally, contrasting the two and jointly explaining both kinds. The first also has three parts: first, questioning; next, answering; finally, concluding. This is the question.
