Commentary: Here there are three clauses. 'Action' refers to created activities, what is made through the combination of causes and conditions; its essence is the conditioned. Although practicing the unconditioned dharma of non-action, they do not delight in realizing it. Although contemplating the conditioned, which ultimately ceases in the end, and the tathatā of impermanence, they do not tire of the wholesome. Although contemplating the principle of suffering, they intentionally take birth to benefit and bring joy to all. The Mahāyāna principle of impermanence, suffering, emptiness, and non-self has already been explained above in the 'Chapter on the Śrāvakas'.
