The Commentary says: Fifth, Candrachattra's transmission and propagation. It has four parts: 1. requesting transmission and propagation; 2. conferring a prophecy; 3. renouncing the household and attaining the fruit; 4. carrying out transformation after the extinction. The first has three parts: 1. hearing the Dharma and gaining benefit; 2. rewarding by offering robes and adornments; 3. formally presenting the request. This is the first. The forbearance of the non-arising of phenomena is realized at the first ground; conforming is at the stage of forbearance of decisive discernment prior to the grounds. Now, by hearing the Dharma, he attained the forbearance of conforming to the Dharma prior to the grounds. Furthermore, according to the five forbearances correlated with the stages in the Benevolent Kings Sūtra: 1. subduing forbearance, prior to the grounds; 2. faithful forbearance, the first, second, and third grounds; 3. conforming forbearance, the fourth, fifth, and sixth grounds; 4. non-arising forbearance, the seventh, eighth, and ninth grounds; 5. quiescent cessation forbearance, the tenth ground and the Buddha ground. Here, conforming forbearance is first stepping onto the fourth ground, hence the older sūtra says: "attained pliant and conforming forbearance." Either interpretation may be accepted.
