Commentary: Skillful means (upāya-kauśalya) is the function of wisdom (prajñā). There are two kinds of this: first, dedication [of merit] (pariṇāmanā); second, rescue [of beings]. Combined, there are twelve, which will be explained below. Due to these two skills of dedication and rescue, when the fruit is attained, sentient beings who are skilled at observing all phenomena come to be born [there], because wisdom is the cause of skill. The older sūtra translation says "skillful means without obstruction regarding all phenomena," which also bears the meaning of "skilled at observing"; it takes post-attainment wisdom (pṛṣṭhalabdha-jñāna) as its intrinsic nature.
