Commentary: The following three lines distinguish their realizations of the unconditioned and conditioned. The first two distinguish [their realizations of] the unconditioned; the last one distinguishes [their realizations of] the conditioned. When followers of the two vehicles seek the two causes of śamatha and vipaśyanā, they fall into ultimate cessation; when bodhisattvas generate śamatha and vipaśyanā, they do not fall into ultimate cessation, because they constantly transform sentient beings. Provisions (saṃbhāra) mean causes. When followers of the two vehicles contemplate the principle of non-arising and non-ceasing, they are unable to adorn their bodies with the major and minor marks and fulfill buddha-activities; when bodhisattvas internally contemplate the principle of non-arising and non-ceasing, they still adorn their bodies with the marks and accomplish all buddha-activities. These two distinguish their realizations of the unconditioned. Below, their conditioned activities are distinguished: when followers of the two vehicles exhibit deportment, they abandon all mental orientations toward the Buddha's teachings; having engaged in worldly affairs, they can no longer contemplate supramundane principles and phenomena. When bodhisattvas engage in the deportment and affairs of the two vehicles, they are also able to internally take as object all principles and phenomena of the Buddha's teachings, because their preparatory application (prayogāvasthā) is so vast.
