次佛述成，文為二：初番述成舉興勸，不弘則衰，無可述成。又解云：前番則兩述成而與安樂，是述成舉興勸滅其衰患，是述成舉衰勸。從「若有人能於人天中作大佛事」者，述成正勸（云云）。

Next, the Buddha's endorsement. The text has two parts: the first turn endorses the adducing of prosperity as an exhortation; if one does not propagate it, then there is decline, which needs no endorsement. Another explanation says: The previous turn had two endorsements, and granting peace and bliss is endorsing the adducing of prosperity as an exhortation, while extinguishing their decline and distress is endorsing the adducing of decline as an exhortation. From "If there is a person who can perform great Buddha-work among humans and devas" downward, he endorses the proper exhortation (and so forth).
